I have well started Leopard tortoises (Stigmochelys babcocki) with a custom care package. The tortoise is a $125 value, and the UV light for the care package is $35 alone and the ceramic heater is $35. The custom care package includes what you see except the thermastatically controlled heater (extra). A light fixture is included for a radiate heater bulb or simple incandesant bulb.
